In full: "The latter proposition, if adopted, will require three weeks time, from the date of the order, for the purpose of making the carriages for the new battery." On verso is McKeever's response to Foote with details of his inspection, dated February 16, 1856. Andrew H. Foote, while in command off the African coast from 1849-1851, was active in capturing slaves and trying to break up the slave trade. He was in command of naval operations on the upper Mississippi from 1861-1862. In 1863, Rear Admiral Foote was in charge of the Bureau of Equipment and Recruiting and was about to leave for Charleston to command the South Atlantic Blockading Squadron when he died of wounds he had received at Fort Donelson in 1862. Written on blue paper which is yellowed. Pencil notes (unknown hand) upper right corner and lower blank area, not affecting text. Ink smudges on verso. Lightly creased. Folds touch signature.
