RECONSTRUCTION DOCUMENT: OATH OF ALLEGIANCE
Will Ryan, an illiterate Texan, signs his mark to the Oath of Allegiance to the US required of southerners after the Civil War as a condition of voting. It has been signed and attested by local officials but cancelled by order of an army colonel.
Document signed: "X" [Will Ryan], 1 page, 8½x10½. Someone has handwritten Ryan's name twice and noted "his mark". Travis County Texas, 1867 July 1. Document #249A. Oath of Allegiance attesting that the signer has met the conditions required for reinstatement to citizenship and pledging "to support the Constitution and obey the laws of the United States." Also signed "W. C. Phipps" as Register. Across the document is also written: "Cancelled/Col. C. C. Moore". The text excludes from eligibility anyone who engaged "insurrection and rebellion" against the US after holding any government office or swearing any prior oath of allegiance to the US. Biographic information on the signers of this document is not readily available. Colonel Moore could have cancelled this document by uncovering violations of the terms. The Provisional Governor of Texas, Andrew J. Hamilton, had broad discretion in applying the oath requirement, and many grounds could be discovered for disqualifying a potential voter. Chipped at left edge from previous binding. Two horizontal fold creases. Edges worn and lightly toned. Upper left corner creased. Otherwise, fine condition.
