Kramer,/with personal regards,/Robert C. Weaver". B/w, 8x10. In 1966, Robert
Clifton Weaver (1907-1997), a noted economist, was appointed the first
Secretary of the Department of Housing and Urban Development (HUD) by
President Lyndon Johnson; he served until 1968. Overhis long political
career, Weaver held positions in the Department of the Interior, the Federal
Housing Authority (1937-1940) and the War Production Board (1940-1944). In 1961,
he had been appointed by President Kennedy to head the Housing and Home Finance
Agency. When the agency was elevated to Cabinet level in January 1966, Weaver
became the first Black American Cabinet member. During his tenure, Weaver
increased the availability of affordable housing, striving for the passage of
the Fair Housing Act, which worked to end housing discrimination, and launched a
revitalization of America's urban centers. In July 2000, the HUD headquarters
was renamed the Robert C. Weaver Federal Building. Crease (not evident head on)
