Commissioner for Equal Educational Opportunity in Washington, D.C., praising the
San Felipe-Del Rio School District's work with the E.S.A.A. Bilingual Project
and encouraging its application for renewal.

Washington, D.C., 1975 April 22. On letterhead of the Congress of the
United States House of Representatives addressed to Dr. Herman R. Goldberg,
Associate Commissioner for Equal Educational Opportunity, Office of Education,
Department of Health Education and Welfare, Washington, D.C. In full:
"Dear Mr. Goldberg: I am writing to request your assistance in obtaining the
continuation of Emergency School Aid Act programs within the San Felipe-Del Rio
Consolidate School District in Del Rio, Texas. I understand that the school
district in question is in the act of submitting for your attention an
application for renewal of a grant which makes these programs possible. I have
read a highly complementary report on these ESAA programs in Del Rio, prepared
by the Dallas Regional office of HEW and signed by Mr. Oscar Cardenas. In
addition, I have had the opportunity to talk with residents of the area, those
who have most directly enjoyed the benefits of these programs, and my
impressions of its present success and even greater future potential are as
favorable as those of Mr. Cardenas. The opportunity to begin work with more
impressionable four year-olds is a golden one and, happily, the San Felipe-Del
Rio School District has maximized this opportunity through efficient
administration and superlative personnel; my support for this application could
not be greater. Please let me know if there is any way in which I can assist you
in the close and, I hope, favorable evaluation of this request. My office is
always available as a conduit of information between you and the applicant.

establish a comprehensive program of bilingual education in Spanish and English
in schools with the highest concentration of Spanish dominant Mexican American
students. Robert Charles Krueger was born on September 19, 1935 in New
Brunfels, Texas. He received an M.A. from Duke University in 1958 and
an M.Litt. and a D.Phil. from Oxford University in 1961. He worked for a
number of years as a professor, vice provost and the dean of college of Arts and
Sciences at Duke University. Krueger was elected to the U.S. House of
Representatives as a Democrat from Texas and served from January 3, 1975 until
January 3, 1979. After his terms in office he worked as president of Krueger
Associates (1981-1993), was a professor at the University of Texas and Rice
University, the Texas Railroad Commissioner (1991-1993), U.S. Senator from Texas
(January 1993-June 1993), U.S. Ambassador to Burundi (1994-1996) and U.S.
Ambassador to Botswana (1996-1999). Normal mailing folds. Slightly creased.
