Washington, D.C., 1975 April 22. On letterhead of the Congress of the
United States House of Representatives addressed to Dr. Herman R. Goldberg,
Associate Commissioner for Equal Educational Opportunity, Office of Education,
Department of Health Education and Welfare, Washington, D.C. In full:
"Dear Mr. Goldberg: Enclosed with this letter is another [Not
included] requesting your favorable consideration of an ESAA grant program
ap-plication, submitted by the San Felipe-Del Rio Consoli-dated School District.
Originally, I was under the mistaken impression that San Felipe-Del Rio
requested my assistance in gaining approval of an application for a bi-lingual
education program. This explains an earlier letter, which was misdirected to Dr.
Molina. Please accept my apologies for the mix-up; I hope that your
consideration of this worthy San Felipe-Del Rio ESAA project can proceed apace.
Best wishes, Yours Sincerely," The E.S.A.A. Bilingual Project was
designed to establish a comprehensive program of bilingual education in Spanish
and English in schools with the highest concentration of Spanish dominant
Mexican American students. Robert Charles Krueger was born on September 19,
