First Day Cover signed: "Robert William Komer", in blue ink, 6½x3½. First Day Cover honoring the 1¼-cent embossed stamp envelope and the Liberty Bell, 4-cent stamp affixed. Postmarked Washington, D.C.; January 6, 1965. FIRST DAY OF ISSUE. American C.I.A. Agent Robert William "Blowtorch Bob" Komer (1922-2000) is best remembered for heading the Civil Operations Revolutionary Development Support (CORDS) during the Vietnam War and winning over the "hearts and minds" of the South Vietnamese people, in an effort to pacify the nation. According to William Colby, a portion of these efforts (specifically, the Phoenix Program) resulted in 20,587 deaths. In 1967 President Lyndon Johnson presented Komer with the Presidential Medal of Honor. Following his award, Komer was named the ambassador to Turkey. While there, a group of students at Middle East Technical University set the ambassador's car on fire. That group of students soon formed the core of the Marxist-Lennist movement in Turkey under the banner of Dev-Genc. Later in the 1980s, Komer was known for his opposition of "The Maritime Strategy".
