"Dear Dr. Goldberg: In 1969, a report by the Special Subcommittee on
Indian Education of the Senate Committee on Labor and Public Welfare was issued
entitled, 'Indian Education: A national Tragedy - A
National Challenge.' As a part of this report, the
Subcommittee set out numerous objectives and recommendations which they felt
should be pursued in order to alleviate the many problems existing in Indian
education. Four years have now passed since the report was published. I would
like to know where we are today in rela-tion to these recommendations. In
particular, I am interested in recommendation 9 which reads: 'The Civil Rights of Enforcement Office of the Department of
Health, Education and Welfare should investigate discrimination against Indians
in schools receiving Federal funds. Furthermore the Civil Rights Commission
should investigate the general problem of discrimination against Indians.'In addition to the above, I would appreciate your opinions
concerning any other areas that you feel are important within the purview of
Indian education. Your assistance in compiling a review of these
recom-mendations I appreciated. Sincerely," Paul Fannin (1907-2002)
was first elected to public office in 1958 and served as the Republican
Governor of Arizona from 1959-1965. Elected to the U.S. Senate
(replacing Barry Goldwater when he ran for the Presidency) he served from
1965-1977. A hard-line conservative, he voted against the Equal Rights
Amendment in 1972 and retired after serving two terms. Two sets of staple
