Biography
David Souter (b. 1939), previously New Hampshire's Attorney General (1976-1978) and then a state and federal judge, was appointed Associate Justice by President George Bush in 1990.  Confounding expectations, Souter has usually voted with the Court's "liberal" wing, in company with Justices Stevens, Ginsberg and Breyer. He voted with this minority in Bush v Gore (2000), and was said to be so upset by the 5-4 vote to halt the recount of Presidential votes in Florida that he considered resigning from the Court. Souter, a lifelong bachelor, owns no cell phone, answering machine or television set, writes with a fountain pen and never uses email. He announced his decision to retire at the end of the Supreme Court session, June 2009.
