Carlos P. Romulo (1899-1985), signed the U.N. Charter on behalf of the Philippines and was President of the U.N. General Assembly (1949-1950). He was a strong advocate for human rights and de-colonization. Romulo was Philippine Secretary of Foreign Affairs(1950-1952, 1968-1978), Foreign Minister (1978-1984), and Ambassador to the United States (1952-1953, 1955-1962). The first non-American to win the Pulitzer Prize for Correspondence (1942), he wrote 18 books.
