On March 12, 1947, at a meeting of the Ukraine Central Committee meeting, KHRUSHCHEV had admitted agricultural shortcomings, but blamed them on his Minister of Agriculture. The Government was putting pressure on Khrushchev and Khrushchev was putting pressure on the local leaders. Khrushchev survived and served as First Secretary of the Communist Party from 1953-1964, when he was removed and was succeeded by Brezhnev, who led the Soviet Union until his death in 1982. This is the first letter between these two important Soviet leaders that we have ever seen.
