Biography
Charles William Foster (1828-1904) represented Ohio on the US House of Representatives (1871-1879) before becoming that State's Governor (1880-1884). He was the US Secretary of the Treasury under President Benjamin Harrison (1891-1893). He was born in Rome, Ohio, now part of the city of Fostoria, named in his honor.
