Biography
David Houston served as Wilson's Secretary of Agriculture (1913-1920) and Treasury (1920-1921). Houston was understandably overwhelmed in the Department of Agriculture as a record number of agricultural laws were passed by Congress including the Farm Loan Act, the Warehouse Act and the Federal Aid Road Act.
