John B.Floyd (1806-1863) resigned from his post in the Autumn of 1860, having declared for secession. In the winter of 1861, he was indicted in Washington on the charge of having secretly aided secessionists during his last months in the War Department by dispersing the Army into remote parts of the country and transferring 113,000 muskets from northern to southern arsenals. Floyd, who was completely exonerated, was appointed Brigadier General in the Confederate Army. General Floyd was later censured and relieved of  his command by Confederate President Jefferson Davis for retreating at the Battle of Fort Donelson in February 1862.
