Biography
ARTHUR (1830-1886) was admitted to the bar in 1854 and began practicing law in New York City. He was Judge Advocate of the Second Brigade, New York State Militia in 1857 and was appointed Brigadier General in 1861. In 1862, Arthur served as Quartermaster-General. He resumed his practice of law in New York City in 1863.
