REAR ADMIRAL JOHN C. HOWELL
JOHN C. HOWELL (1819-1892) saw naval service in the Mediterranean and Indian Ocean. During the Civil War, he served in the blockade squadron on the Atlantic Coast, and was serving on the frigate USS Minnesota when it was badly damaged by the Confederate ironclad Virginia on the first day of the Battle of Hampton Roads. He was chief of the Bureau of Yards and Docks (1875-1878), during which time he functioned intermittently as Acting Secretary of the Navy. He later commanded the Navy squadrons in the North Atlantic (1877) and Mediterranean (1878-1881).
