Biography
Robert C. Winthrop (1809-1894) was a U.S. Representative from Massachusetts (1840-1850). He was the last member of the Whig Party to hold office of Speaker. Defeated for re-election by Charles Sumner, Winthrop retired to literary and philanthropic pursuits. A gifted orator, he was chief speaker at the laying of the cornerstone of the Washington Monument (1848) and again at the site's dedication (1885).
