William D. Mitchell (1874-1955), an infantry officer in the Spanish-American War and World War I and a prominent lawyer based in St Paul, was Solicitor General Under President Coolidge (1925-1929). The Solicitor General represents the US Government in Supreme Court cases. As the third ranking official of the Department of Justice, the Solicitor General can act as Attorney General when the latter and the Deputy Attorney General are absent. Mitchell would soon acquire the full title of Attorney General under President Hoover (1929-1933). He was chief counsel to the Congressional committee investigating the military disaster at Pearl Harbor.
