Autograph letter signed: "Spark Matsunaga" in black ink. 1 page, 8x10½. Written non personal U.S. House of Representatives Deputy Majority Whip letterhead. Washington, D.C. January 14, 1974. Addressed to Dr. John Ottina, the Commissioner of Education in Washington, D.C. In full: "Members of the Puerto Rican Civic Association of Hawaii have recently brought to my attention their interest in a Bilingual Children's Television project funded by the Office of Education under the direction of Dr. Rene Cardenas of Oakland, California. The children's television program will be aired on public television in Hawaii beginning in September 1974. I understand, however, that Dr. Cardenas' initial efforts to conduct research in Hawaii have been stymied by a restrictive Office of Education policy which limits travel and activities in the Island State unless they are specifically approved by the Office of Contracts and Grants on a mission-by-mission basis. Under these circumstances, the children of Hawaii will be deprived of the full benefits of the project. Because Hawaii is the nation's only polycultural, polylingual culture, it appears that the federally-funded project would considerably enhanced by the inclusion of the 50th State. Accordingly, I strongly urge that the Office of Education review its previous decisions with respect to Dr. Cardenas' request to extend hiss project to Hawaii, and I do hope that it will be possible to include the Island State in the program. Spark Matsunaga (1916-1990) was a U.S. Senator from Hawaii, best known for his legislation in Congress that led to the creation on Wartime Relocation and Internment of Civilians. After serving with the 442nd Regimental Combat Team and the 100th Infantry Battalion, he attended Harvard Law School and served in Hawaii as a member of both the statehood delegation to Congress and the territorial legislature. After Daniel Inouye was elected to the Senate, Matsunaga succeeded him as the state's sole member of the House of Representatives in 1962, and in 1977 went on to serve in the Senate from 1977 until his death in 1990. Matsunaga was also well known for his sense of humor, one time after being mistaken by Secretary of State Alexander Haig as a member of the soon-arriving Japanese delegation and asking if he spoke English, Matsunaga replied, "Yes, Mr. Secretary, I do - and I had the honor of voting for your confirmation the other day". He also is responsible for the creation of the U.S. Poet Laureate. Normal mailing folds. Staple punctures in top left margin. Lightly toned. Corners rounded. Light surface creases.
