Elkins (1841-1911) was a Delegate to Congress from the Territory of New Mexico from 1873-1877, he moved to West Virginia where he founded Elkins, West Virginia in 1890. He was Benjamin Harrison's Secretary of War from 1891-1893 and U.S. Senator from 1895 until his death in 1911. Mounting remnant on verso, no show through. Fine condition.
