Signature: "T.B. Reed/Portland,Me./23-1-91", 3½x2. Reed, a Republican, represented Maine in the House from 1877-1899, serving as Speaker of the House from 1889-1891 and 1895-1899. He was responsible for the adoption by the House of "Reed's Rules" (1890), which increased the Speaker's powers to expedite legislation favored by the majority party. The Republican Party lost its Congressional majority in the 1890 election, foreshadowing its loss of the Presidency in the Harrison/Cleveland rematch two years later. Reed would return to the top House post when his party regained its in the 1894 election, beginning a long period of Republican ascendancy. Lightly soiled. Otherwise, fine condition.
