Two Congressional Republicans signed this sheet in 1899, the only year in which they concurrently occupied the two top leadership posts in the House.
Signatures: "Thomas B. Reed"/Portland Me/2-4/99", and on verso "Sereno E. Payne/Auburn N.Y./Jan 11. 1899", 6¼x3. Thomas Brackett REED represented Maine in the U.S. House of Representatives (1877-1899). When the Republican Party was in the majority (1889-1891, 1895-1899) he was Speaker of the House and, concurrently, Chairman of the Rules Committee, a position he used skillfully to augment the powers of the Speaker. Sereno Elisha PAYNE, a fellow Republican, represented New York in the House (1883-1887, 1889-1914). Payne already chaired another powerful committee, Ways and Means. In 1899, he was elevated to Majority Leader, the #2 leadership position behind Speaker Reed. Payne would remain Majority leader through 1911. Payne was not yet Majority Leader when he signed in January, new Congressional sessions (and Presidencies) then beginning in March, instead of as now in January. Reed resigned from the House on September 11 that year, returning to private law practice. Irregularly trimmed on left and lower edges. Ink has run slightly at Payne's signature. Tips of letters from an additional line of writing are visible at bottom of Payne's side. Otherwise, fine condition.
