Signature: "T. B. Reed/Portland/Me/11-11-91", 3¼x2 card affixed in lower portion of 8½x11 sheet with printed grid. Thomas Brackett Reed, a Republican, represented Maine in the House from 1877-1899, serving as Speaker of the House from 1889-1891 and 1895-1899. Serving concurrently as Chairman of the Rules Committee, he secured adoption by the House of "Reed's Rules" (1890), which increased the Speaker's powers to expedite legislation favored by the majority party. When told of a lengthy debate in the Senate, Reed quipped, "Thank God the House of Representatives is not a deliberative body." Light brown spot (¾-inch diameter) touches "d" of "Reed". Binder holes at left of mounting sheet, which contains ink captions (unknown hand). Otherwise, fine condition.
