Signature: "T B Reed M C", 3¾x¾ clipped signature affixed to 3¾x2¼ card. Thomas Brackett Reed, a Republican, represented Maine in the House from 1877-1899, serving as Speaker of the House from 1889-1891 and 1895-1899. Serving concurrently as Chairman of the Rules Committee, he secured adoption by the House of "Reed's Rules" (1890), which increased the Speaker's powers to expedite legislation favored by the majority party. When told of a lengthy debate in the Senate, Reed quipped, "Thank God the House of Representatives is not a deliberative body." Closely cropped.
