Typed Letter signed: "T B Reed", 1 page, 8x5¾. On letterhead of Speaker's Room, House of Representatives. Washington, D.C., 1898 April 3. To J. D. McCutcheon, Seattle, Washington. In full: "I have your letter of the 22nd, for the kind expressions of which I am very much obliged. Sincerely yours". Reed, a Republican, represented Maine in the House from 1877-1899, serving as Speaker of the House from 1889-1891 and 1895-1899. He was responsible for the adoption by the House of "Reed's Rules" (1890), which increased the Speaker's powers to expedite legislation favored by the majority party. On April 11, 1898, eight days after this letter was signed, President McKinley requested Congressional authorization to intervene in Cuba to end the Spanish conflict with Cuban insurgents. Congress assented two days later. On April 19, Congress passed a Joint Resolution declaring war on Spain. Interestingly, the affirmative vote in the US Senate was quite close, 42-35. The vote in Speaker Reed's House was overwhelming, 311-6. Staple holes in upper left corner. Slightly soiled at blank right edge. Vertical fold touches first "e" in "Reed." Otherwise, fine condition.
