Photograph Signed: “Willard Wirtz”. 8x10. Actual image 5x6½ with a thick white border (one surface). W. Willard Wirtz (1912-2010) served as Secretary of Labor under Presidents John F. Kennedy and Lyndon B. Johnson (1962-1969). Favoring collective bargaining rather than government intervention in labor-management disputes, Wirtz also promoted research for identifying labor shortages and led LBJ's "War on Poverty". He also implemented Department of Labor anti-discrimination regulatory responsibilities under the Civil Rights Act of 1964. Creasing in bottom left corner. Light smudging along white border.
