Wilbur Cohen (1913-1987) was an important player in the design of American
social insurance legislation from the New Deal to the Great Society. As an
employee of the new Social Security Administration (1934), Cohen helped shape
that institution. He influenced the Eisenhower administration, the first
post-New Deal Republican, to continue support for the system. In the Johnson
and Kennedy years, he was a planner at the Department of Health, Education and
Welfare, rising to Secretary of the Department (1968-1969). He also
played a major role in the design of Medicare, adopted in 1965. Large sheet ragged at left edge from removal from book. Ink note
