Wilbur Cohen (1913-1987) was an important player in the design of
American social insurance legislation from the New Deal to the Great
Society. As an employee of the new Social Security Administration (1934),
Cohen helped shape that institution. He influenced the Eisenhower
administration, the first post-New Deal Republican, to continue support for the
system. In the Johnson and Kennedy years, he was a planner at the Department
of Health, Education and Welfare, rising to Secretary of the Department
(1968-1969). He also played a major role in the design of Medicare,
adopted in 1965. Slightly creased. Otherwise, fine condition.
