Signature: "Wm B. Spong Jr", in blue ink, 5x3. William B. Spong, Jr. (1920-1997) was a Democratic U.S. Senator from Virginia from 1966-1973. A veteran of WWII and an attorney and law professor, Spong had previously served in the Virginia State House of Delegates (1954-1955) and the Virginia State Senate (1956-1966). A joke often frequents political circles over Spong's supposed attempt to pass a bill along with Russell Long and Hiram Fong to protect the rights of songwriters in Hong Kong, calling it the "Long Fong Spong Hong Kong Song Bill". Toned. Slightly soiled on bottom margin. Staple holes on bottom left corner. Pencil notes (unknown hand). Otherwise, fine condition.
