Manuscript Letter signed: "Wm. C. Endicott" as Secretary of War, 1 page, 8x10½. Washington City, 1885 December 2. On War Department letterhead to Major Ben Perley Poore, Clerk of Printing Records, U. S. Senate. In full: "In compliance with your request of the 28th ultimo, I have the honor to return herewith, duly corrected, the proof sheets of the Congressional Directory relating to this Department. Very respectfully yours". William Crowninshield Endicott (1826-1899), a Massachusetts Supreme Court Justice (1873-1883) and Democratic candidate for Governor of that State (1884), was President Cleveland's Secretary of War in his first term (1885-1889). An active Secretary of War, Endicott introduced examinations for officer promotions and revamped the nation's coastal fortification. He was the first Democrat to hold the office since the Civil War. He was a direct lineal descendent of John Endecott, the first Governor of colonial Massachusetts (from 1629). Normal mailing folds. ½x¾ toned mark at top left, top right and bottom center. Slightly creased. Slightly soiled. Otherwise, fine condition.
