Rioux of the Department of Romance Languages at the University of Maine has
applied for grant assistance under Title IV of the Civil Rights Act of 1964. If
approved, this application...will provide a training institute for teachers of
bi-lingual (English-French) elementary school students. According to the 1970
census, over 140,000 people of Franco-American descent live in the State of
Maine...." A Republican, William S. Cohen had served as Congressman
(1973-1979) and Senator (1979-1997) from Maine when he became Clinton's
Secretary of Defense (1997-2001). As a member of the House Judiciary Committee,
in 1974, he voted to send two articles of impeachment of President Nixon to the
