Signature: "Wm E. Chandler/N.H./1888", 7x2¾. William Eaton
Chandler (1835-1917) was reporter for the New Hampshire Supreme Court before
being appointed to federal positions by President Lincoln, including, in 1865,
that of Solicitor and Judge Advocate General of the Navy. After a stint as a
newspaper editor, Chandler was appointed Secretary of the Navy by President
Arthur (1882-1885). He was elected as a Republican to the US Senate
(1887-1901), and concluded his public career as President McKinley's
appointee to preside over the Spanish Treaty Claims Commission (1901-1907).

condition.
