Signatures: "W P Hepburn/Clarinda Iowa/Jany 30th 1899" and on verso "John C. Bell/Montrose Colo/1/30 - 1899", 6½x2¾. WILLIAM PETERS HEPBURN (1833-1916) was born in Wellsville, Ohio. After studying law in Iowa City and Chicago, he began a law practice in Iowa City in 1854. He served as district attorney of the eleventh judicial district of Iowa (1856-1861) and fought in the Civil War with the Second Iowa Cavalry, rising to the rank of lieutenant colonel. After the war he spent a short time living in Tennessee and practiced law in Clarinda, Iowa. Hepburn was elected to the U.S. House of Representatives as a Republican from Iowa and served from 1881 to 1887 and again from 1893 to 1909. JOHN CALHOUN BELL (1851-1933) was born near Sewanee, Tennessee. After studying law in Winchester, Tennessee, he moved to Colorado and began practicing law. He served as county attorney of Saguache County (1874-1876), mayor of Lake City (1885) and judge of the seventh judicial district of Colorado (1889-1892). Bell was elected to the U.S. House of Representatives as a Populist from Colorado and served in the seat from 1893 to 1903. Irregularly cut at edges. Lightly toned at edges. Slightly soiled.
