8x9¾. Washington, D.C., 1969 April 4. On Senate letterhead to Richard

Sincerely". William Proxmire (1915-2005), a Democrat, represented
Wisconsin in the U.S. Senate (1957-1989). Proxmire chaired the Senate's Banking
Committee for 8 years. Beginning in 1975, he announced annual "Golden Fleece"
