Signature: "Wm. W. Morrow/ San Francisco/ Cal" in black ink. 7¼x3½ clipping. William W. Morrow (1843-1929) was a United States Representative from California. A school teacher and surveyor in California, Morrow went East in 1862 to join the Union Army, serving in the National Rifles of the District of Columbia; while serving in the Army of the Potomac, he was appointed a special agent of the U.S. Treasury Department in January 1865, detailed to California where he remained, serving confidential positions under the Secretary of the Treasury. After studying law, Morrow was named assistant U.S. Attorney for California (1870-1874), served as President of the San Francisco Bar Association, and as chairman of the Republican State central committee of California. He held many other state and national titles before being elected to the U.S. House of Representatives for three terms (1885-1891); Morrow was appointed U.S. District Court Judge for the Northern District of California (1891-1897) and U.S. court of appeals judge for the Ninth Judicial Circuit (1897-1922).
