In full: "I have every sympathy with your object, & would like much to come on - but I cannot. My health is not robust, & I am obliged to husband all I have of it to do my duties here. Yours truly". William Walter Phelps (1839-1894) was a Republican US Representative from New Jersey (1873-1875, 1883-1889) who also served as US Minister to Austria-Hungary (1881-1882) and Germany (1889-1893). A lawyer by training, he spent the last year of his life as a state judge. Binder holes in left margin, two broken through to edge of page. Pin or staple holes in upper left. Otherwise, fine condition.
