Signature: “Bernie Sisk MC,/ Calif.”, in black ink, 3½x2. Bernice Frederic Sisk (1910-1995) was a Democrat who represented the state of California in the U.S. House from 1955 to 1979. From 1941 to 1945, Sisk was a civilian flight dispatcher at the Sequoia Air Force training field in Visalia, California. He then went on to work for LeMoss-Smith Tire Co. from 1945 to 1954. Sisk was elected to the 84th Congress and reelected to the eleven Congresses that followed. During his time in the U.S. House, he served on the House Rules Committee and the Agriculture Committee and was also the Chairman of the Cotton Subcommittee. He promoted legislation that aided the fig, raisin, wine, sugar and dairy industries, which comprise the economic backbone of California's Central Valley. Additionally, Sisk was a strong proponent of the creation of the Central Valley Project, which ultimately amounted to a $37 billion water system essential to California's 400-mile-long Central Valley.
