In full: "I understand from Charles Bernardo, Superintendent of the Department of Public Schools in Providence, Rhode Island, that the school department has submitted an application for a second year grant under the Emergency school Aid Act of $1.2 million. I would call to your attention the correspondence I have had with your office on the initial grant. At the time, I believed strongly in the efforts of the Providence School Department and the implementation of the Emergency School Aid Act, and I can assure you that they will continue their fine high level of operation should the second year be funded. Ever sincerely," Claiborne Pell (1918-2009), a Democrat, represented Rhode Island in the U.S. Senate longer than anyone in history (1961-1997). The son of a Congressman and relative of four more, including Vice President George M. Dallas (1845-1849), Pell was a former businessman and foreign service officer chiefly responsible for creation of "Pell Grants" offering financial aid to college students and also main sponsor of the legislation (1973) creating the National Endowment for the Arts and National Endowment for the Humanities.
