Autograph Note Signed: "For/Mr. Matt Espy/Best wishes from/Frank Chelf Sr./Member of Congress '4th Kentucky', 1945 to 1967" in blue ink. 3½x2. Frank Leslie Chelf (1907-1982) was a United States Representative from Kentucky who was born in a farm near Elizabethtown, Kentucky. He attended the public schools as well as Centre College at Danville, Kentucky and St. Mary's College. After his graduation from Cumberland School of Law at Cumberland University, Lebanon, Kentucky, he served as an attorney of Marion County, Kentucky from 1933 to 1944. Frank took leave of absence from his official assignments on August 1, 1942 in order to volunteer in the United States Army, and was commissioned a first lieutenant in the Air Corps and provided active service during World War II. He served as chief code designator, Intelligence Division, Air Transport Command, and later as executive officer, Plans and Liaison Division, and as assistant chief of Air Staff Training. He was discharged on August 10, 1944 due to physical disability, holding the rank of major in the Air Corps. He was also a delegate to the Democratic National Convention in 1936 and was elected as a Democrat to the Seventy-ninth and to the ten succeeding Congresses from January 3, 1945 to January 3, 1967; however, he was an unsuccessful candidate for reelection in 1966 to the Ninetieth Congress. After leaving Congress, he resumed the practice of law and was a legislative consultant and resident of Lebanon, Kentucky until his death there in 1982. Frank Leslie Chelf was buried in Ryder Cemetery. Slightly toned. Otherwise, fine condition.
