Signature: "Sumner Welles", 5x3 index card. Benjamin Sumner Welles (1892-1961), named for his great uncle, Charles Sumner, was FDR's Assistant Secretary of State (1933-1937) and Under Secretary of State (1937-1943), helping to draft the Atlantic Charter in 1941. Welles, who had previously proven himself adept in Foreign Service before turning to banking, was also enlisted by FDR as U.S. Ambassador to Cuba in 1933. Typed information above and below signature. File hole at lower middle. Fine condition.
