Typed letter signed "Herbert R O'Conor" as Governor of Maryland.1 page, 8½x11, on O'Conor's personalized letterhead as Governor of Maryland. Nov. 12, 1940. Addressed to Miss Margaret C. Bancroft, Juvenile Court Committee of Montgomery County, Rockville, Maryland. In full: "Dear Miss Bancroft: After giving the most careful consideration to every phase of this most important question, I have determined to appoint Attorney Frank B. Proctor, of the Montgomery County Bar, as Judge of the Juvenile Court. It would be difficult to overestimate the importance of this office because of its having such a decided bearing upon the future of so many children. We are now engaged in a compre-hensive study of all phases of the juvenile delinquency problem, and at my request, citizens are to submit recommendations for the improvement of the present system. Mr. Proctor is a man of integrity and capability, and I am confident that he will fill this post creditably. As the father of children, he understands the problems which will confront him and I am certain that his experience in the legal profession and in business will enable him to appreciate these questions with human understanding and sound judgment. I want you to know that I am deeply grateful to you for interesting yourself in this matter and I am confident that Mr. Proctor will most satisfactorily perform this work. Accompanied by: Original mailing envelope from stationery of the Executive Department in Annapolis, Maryland. Postmarked Annapolis, Maryland, Nov. 12, 1940. Adddressed to Miss Margaret C. Bancroft, Juvenile Court Committee of Montgomery County, Rockville, Maryland. Lightly toned. Flap was opened neatly. Adhesive residue under flap (no show through). Flap is discolored by adhesive. Otherwise in fine condition. O'Conor (1896-1960, born in Baltimore, Maryland) was a Democrat who served as Attorney General (1934) and then Governor of Maryland (1939-1947). O'Conor was the first Roman Catholic of Irish descent to hold that position. He was later elected U. S. Senator from Maryland (1947-1953).
