proposing a Presidential decree, in blue ink

8¾x12¾. Also signed "E. J. Farrell" inBuenos Aires, Argentina, January 22, 1945 and
"Guillermo Beghe" on February 19, 1945.Official stamps in margins, including that of the
Ministry of War. Fully Translated from English into Spanish: "After seeing the file 961/944
regarding the decision of the War and Navy General Auditor and the purpose of the War
Ministry, and considering: that the Chief of the garrison Paso de los Libres, solicits the expulsion of
the Sub lieutenant of the reserve Don ROSARIO ARMANDO CONTI, from the 7th Regiment
of Artillery and his elimination from the Officials Register of the Reserve. Such request is a
consequence of the error made by the indicted when he entered to his unit dressing as a civilian,
which reveals the punishment that he will receive at the right moment, because not even the
simulacrum of fusillade made him act better. Even more, he has already been punished for
arbitrary punishments against his troop. So, due to his lack of aptitudes to work for the army, we
make this solicitude. THE PRESIDENT OF THE ARGENTINE NATION ORDAINS: Article
1.- The Sub-Lieutenant ROSARIO ARMANDO CONTI must be left out of service and be
eliminated from the army register, who must be part now of the instructed soldiers. Article 2.-
This must be communicated, and the copies must be added to the correspondent file, it must be
archived in the Employees General Direction of the War Minister. All this must be validated and
the copies added to the personal file of the person involved. BUENOS AIRES, January 22, 1945.

War and Marine proposes to the Ministry of War that it recommend a draft Presidential
decree. The decree, for which justifications are given in the preamble, would reorganize certain
Ministry functions. JUAN DOMINGO PERÓN (1895-1974) was part of a military junta,
which seized power in 1943 and made him secretary of labor and social welfare. Promoted
to Vice President and Minister of War in 1944 but purged by suspicious fellow officers in
1945, Perón was released after massive protests by the labor unions whose support he had
cultivated. Perón was elected President in 1946, serving until overthrown in a military
coup (1956). Peron ruled with authoritarian methods, but his program of nationalism and
economic justice appealed to many of his countrymen. While Perón lived in exile in Spain,
his Peronista movement remained a powerful force in Argentine politics. He once again
served as President from 1973 until his death. His first wife, Maria Eva Duarte
(1919-1952), affectionately called Evita, helped him as de facto Minister of Health and
Labor, acquiring a mass following of her own. EDELMIRO JULIAN FARRELL
(1887-1980) was one in a series of military strongmen to occupy the Argentine Presidency
between the overthrow of popularly elected President Yrigoyen in 1930 and the
ascendance of Perón. He held the Presidency from 1944 until the latter's election 2 years
later. GUILLERMO BEGHE was the Chief of the Indicted Individuals office in Argentina.
